It wasn’t a “Rotherham” LGA figure. It was Dennis Skinner, the LGA’s lead for sector led improvement – and employee of the LGA. Haven’t you read the piece that you linked to?

Thankyou RR for answering the question posed in the title of the post. Obviously I hadn’t read it or I wouldn’t have needed to ask the question. My most humble apologies for the rogue word “Rotherham” slipping in there. I could blame the predictive text function as I’ve used the word so many times recently. But I wouldn’t be so petty.
